torpblgs its earliest opening ever. we are a week away from a national election. that's why we came to ohio. we haven't seen or heard from the president yet. we expect a statement from him at some point. governor romney will have an event about 30 miles from now, in kettering, ohio, 30 miles south of dayton. it's a donation drive to try to encourage people to bring canned goods, water, whatever supplies they can collect to send to folks in new jersey, new york, connecticut and basically whomever needs it. we will see the governor within the hour at that event here. martha: no doubt part of that story is just beginning. there is going to be so much help that is needed in terms of, you know, perhaps food and blankets. people should go to red cross, salvation army in order to figure out the best way to target their desire to help. we know that folks around here are a very strong community and they'll want to do that, and as far out as ohio as well, they are anxious to help in that way too. i know that will be hugely appreciated when those efforts are underway, bill. bill: just one other point

. does he really think that? >> these are not my words. these are governor romney but these are from the republican primaries when he was a bit more free to express his, quote unquote, severely conservative views that he is now trying to hide a bit more in the general election, and trying to win swing voters and independent voters, and this was not too long after the major tornado in missouri the earthquake in virginia. these are not abstract theoretical disasters. he was asked what should the federal government do? and in the zeal of the republican party running as far as it can to the right, he said not only it is immoral for the federal government to keep doing this, but they should evolve down to the state or even privatize it. >> how it is that government officials don't appreciate what an effective government program can do? i know we have had a lot of problems, but the whole concept behind government is to be the entity that is not profit driven but community oriented. >> exactly, does he prefer a private institution that wants to make a profit off o

, you know, presidential candidates, even the nominees of the party, do not get really what president-elect bush memorable my called the sexy stuff in terms of briefings. the two candidates, i assume governor romney's getting these now, the nominees of the party are offered intelligence briefings by career cia people. but they're more, they're analytical, what we used to call pee and glean briefings which is one of the many euphemisms from cia days. i'm trying to approach them in my memory because i can't get ahead. but their analytical. they're not operational, they're not given a lot of specific details about agents and agent operations that only, that only happens once the election takes place. once, you know, if it's in the case of a new president, um, obviously if president obama's reelected, then this will not happen. but that's when they get the review of all the ongoing covert action programs. that's when president-elect obama first got his detailed briefing on the enhanced interrogation program. you know, by that time much of it, any reader of "the washington post" and new york tim

're talking specifically about fema. >> it has a role of play. >> it's clear that governor romney is saying that they're going to cut fema, dramatically cut fema. i'm not saying it's a good thing or bad thing. >> the big decisions will be on the hill after the election where they'll say we have to pay for these billions of dollars and cut something else. >> governor, is he saying -- it sounds to me like he's saying we need to cut back on fema because we're racking up huge debt. >> i think at that point he's talking generically about $1.3 trillion in debt. he is absolutely right about that. >> we should cut fema? >> we should try to make it more efficient and do it in a way that doesn't cost as much. >> does that mean cutting fema? >> it could mean making it more efficient, but giving a greater role to the states. i don't know. i can't sit there and say do you need 11 press officers at fema or do you need eight? you do need fema and you do need it to be able to respond to a state's call when there's an emergency like this. governor romney agreeds to that. >> he has not answered that question
